KUA, LA FORET CLASSEE OU L’HOPITAL DE REFERENCE PUBLIQUE ? UN BIAIS AU PRISME DE LA DYNAMIQUE PERI-URBAINE A BOBO-DIOULASSO

RESUME : Le présent article sur le projet de construction d’un hôpital dans la forêt classée de Kua située dans la périphérie est de la ville de Bobo-Dioulasso au Burkina Faso, se penche sur la problématique de la planification urbaine notamment la prise en compte de la relation infrastructure/nature. La polémique suscitée suite à l’initiative du projet qui a rencontré la réticence voire l’opposition de certains acteurs au sein du Gouvernement, des partis politiques, de la société civile et des populations, amène à s’interroger effectivement sur les enjeux connexes.
À travers une approche exploratoire axée sur une revue de littérature, la collecte des données primaires à partir d’enquêtes par questionnaire, des entretiens individuels et des observations de terrain, l’étude a pour objectif principal d’analyser la perception et la position des différents acteurs vis-à-vis du projet : préserver la forêt ou y construire l’hôpital ? Aussi vise-t-elle à analyser sa cohérence avec la règlementation en vigueur en matière de déclassement des forêts et les instruments de planification spatiale dont dispose la ville.
Il ressort de l’étude que non seulement, les textes et les instruments existant sont incohérents, mais aussi, la conduite du projet n’a pas été participative, d’où la polémique et l’opposition de certaines personnes à sa réalisation.
Mais, au regard des dispositions règlementaires relatives au déclassement d’une aire protégée, il est possible de construire l’hôpital dans la forêt de Kua pour peu que ces conditions soient respectées, dans une vision de mixité fonctionnelle des forêts péri-urbaines de façon générale.

ABSTRACT: Kua, the classified forest or the public reference hospital ? A bias through the prism of peri-urban dynamics in Bobo-Dioulasso
The present article on the project to build a hospital in the classified forest of Kua, located in the eastern periphery of the city of Bobo-Dioulasso in Burkina Faso, looks at the problems of urban planning, in particular the relationship between infrastructure and nature. The controversy that arose following the initiative of the project, which met with the reluctance or even opposition of certain actors within the Government, political parties, civil society and the population, has led to questions about the related issues.
Through a socio-spatialist approach based on a literature review, primary data collection from questionnaire surveys, individual interviews and field observations, the main objective of the study is to analyse the perception and position of the different actors opposite to the project : preserve the forest or build the hospital there ? It also aims to analyse its consistency with the regulations in force regarding the decommissioning of forests and the spatial planning instruments available to the city.
The study shows that not only are the existing texts and instruments incoherent, but also that the project was not carried out in a participatory manner, hence the controversy and opposition of some people to its implementation.
However, in view of the regulatory provisions relating to the downgrading of a protected area, it is possible to build the hospital in the Kua forest provided that these conditions are respected, in a vision of functional mixing of peri-urban forests in general.
